Clash of Supporters: Why Indonesian League Regulations Struggle to Ensure Matchday Safety

The fierce, sometimes overwhelming, passion of Indonesian football support frequently culminates in deeply regrettable instances of violence, forcefully demonstrating that existing League Regulations severely struggle to ensure adequate and consistent Matchday Safety.

The failure to maintain order is systemic, deeply rooted in historical, unresolved fan rivalries, chronically inadequate stadium infrastructure standards, and, critically, poor communication and coordination between local club management and law enforcement authorities during high-stakes events.

Current League Regulations are too often dangerously reactive rather than proactively preventative, focusing predominantly on imposing post-incident penalties instead of implementing robust measures designed to actively identify and de-escalate potential fan violence beforehand.

The ‘Clash of Supporters’ phenomenon is significantly exacerbated by the lack of effective physical separation systems, dangerously overcrowded standing areas, and the easy, unchecked accessibility of illegal pyrotechnics and flares inside most venues regularly.

Many critical safety protocols, although nominally written into official League Regulations, are rarely strictly or consistently enforced by local security stewards or private personnel, leading to a pervasive culture of widespread impunity and high-risk behavior.

The only viable solution requires a comprehensive, immediate overhaul of all League Regulations, mandating strict and non-negotiable adherence to global, professional safety standards for efficient crowd control, accurate ticketing systems, and secure stadium design immediately.

This essential overhaul includes strictly requiring all clubs to actively engage with organized fan groups to address underlying, long-term grievances and coordinate joint safety initiatives to improve mutual understanding and responsible behavior in the stands.

The continuous, tragic struggle to ensure acceptable Matchday Safety severely tarnishes the league’s reputation, actively discourages family attendance, and risks future, crippling international sanctions against the Indonesian national football association severely.
